Dear Barnett,

Your letter of 4th December about reciprocal visa

arrangements.

I enclose a copy of our letter of 2nd July, 1935, to

the Commissioner of Public Safety, Canton, and a translation of

his reply of 15th October, 1935. There seems some doubt from

the minutes whether the translation should be "and/or" or only

"and" after "born in Hong Kong" but I am inclined to think from

the sense and the Chinese habit of leaving out conjunctions, the

former must have been meant. We only possess, unfortunately, the

translation.
